I agree that this is a must useful despatch
which sets out the problem very clearly.
I think that we should send it straight away
to the Secretary, the Oversea Defence Committee, for
circulation to the Committee.
After this has been
done,
I can ask Major Jacob whether he thinks that an
ad hoc discussion before the Committee meeting (on
the lines suggested by Mr. Gent) would be of value.
Actually, the A.R. P. Department is always represented
on the Committee so that it might be possible to
dispense with the necessity for any prior discussion.
So far as I am able to judge, the Governor's
proposals are entirely on sound lines. My only doubt
would be whether the A.R. P. school and store accommo-
dation mentioned at the end of paragraph 7 are more
urgent than other requirements on which this year's
allocation under Public Works Extraordinary could be
spent. Further, I am not clear whether Item C in the
Annexure (Medical Stores, Rescue Plant, etc.) covers
all the cost of the medical preparations which the
Government has in mind see in this connection (24)
on 6214/15A/38 and (4) on 6214/15A/39.
? Refer to 0.D.C. and then recirculate file
for me to discuss with Major Jacob the question whether
we should arrange for an interdepartmental discussion
(at which he himself might be present) in the interval
before the Committee consider the despatch.
